On July 26, 2023, the Holy Synod of the Albanian Orthodox Church declared that the new Bishop of Philomilia of the Patriarchate of Constantinople, Theophan, was “unfit for pastoral service.” This was reported by the press service of the Holy Synod.

Albanian synodals believe that the consecration of Archimandrite Theophan (Koya) as bishop of Phanar is “an unprecedented reward for undermining the unity of the Orthodox Autocephalous Church of Albania”, and the reading by Theophan on July 25, 2023 during the episcopal consecration of the Creed with the Catholic insert “filioque” is “confirmation his unsuitability to lead the Orthodox flock.
