According to him, the Holy Fire descends “symbolically”.

“This is like we consecrate water on the Jordan: there is substance, there is water. It does not arise simply. No miracle happens. The priest does not create water as such, he simply sanctifies it, and it receives grace-filled power. The same is with the Holy Fire. It is simply carried out of the Holy Sepulcher,” Epiphanius said.
