On January 27, 2023, the State Service of Ukraine for Ethnopolitics and Freedom of Conscience approved and promulgated the “Conclusion of the Religious Expertise of the Charter on the Administration of the Ukrainian Orthodox Church for the Church-Canonical Connection with the Moscow Patriarchate.” On the basis of this “conclusion”, the state unreasonably launched a large-scale campaign against the Ukrainian Orthodox Church. The Kiev Theological Academy published an analysis of this document, according to the Information and Education Department of the UOC.

“In conclusion, there is no definition of the basic concepts that the expert group of religious scholars operated on. These are such concepts as “autocephaly”, “autonomy”, “letter”, “tomos”, “diptych” and especially “church-canonical connection.” In the absence of a clear definitions of these concepts, the expert group operated on them quite arbitrarily, putting their own interpretation into them, on which, ultimately, the objectivity and professionalism of the conclusion itself depended,” the publication says.

Also, the Kyiv Theological Academy and Seminary noted that “autocephaly cannot be proclaimed independently, but must be granted. At the Council on May 27, 2022, the UOC decided on complete independence and independence. outlined the status of the UOC in terms of “administrative independence” and “complete canonical independence”. In addition, it clearly stated the delimitation of the UOC from the Moscow Patriarchate.”

“Therefore, it can be asserted with confidence that the “conclusion” of the religious expertise of January 27, 2023 regarding the Ukrainian Orthodox Church is groundless, unfounded and contains all the signs of manipulation.
